That was FDR, on one of his weekly fireside radio broadcasts. The quote is "We have nothing to fear but fere itself", not "you...", though.

I think you missed the most important part of that quote, "...inform yourself."  And Maynard never said that, nor did he say this:

Why would I read the lyrics to one of my favorite songs?  I've seen Maynard live many a time as well, and just because cetain words come out of someone's mouth does not make it their quote.  

How many people have said, "I'm Rick James, b****!"?  Not even Rick James, himself (were he capable), can claim that one.
