The Mayor was concerned. Money was tight, but the citizens were demanding another fire department. What to do?
"Maybe if I can get them to fight the fires themselves," the Mayor thought, and began planning a way to make it happen.
Using a small building donated by a generous company, the volunteer fire department covers a medium-sized area. The city pays for building maintenance, and the volunteers pay dues for the fancy stuff like uniforms and bi-weekly breakfasts. With such a small monetary allowance, there is no way to buy a fire engine, so the volunteers maintain fire suppression by using community water sources and lots of plastic kiddy pails. This reduces the total suppression effect, but since there is at least 1 volunteer around a given area, the effect remains relatively steady from the center to the outside edge.
