Here's a suggestion for the cell phone tower. This could be a business deal that pays something like $50 a month but has a negative effect on the area.

does it have any city effects like demand, crime, edu... etc

Yea, people hate living by these things, they say they can cause cancer from the high frequency radiation.

Maybe you could include a ring of effectiveness so that we could figure out how many cell phone towers will be needed in order for theoretical full cell phone coverage. Just another idea.

actually nobody knows if its true or not. some studies have linked microwave radiation with tumors in developing fetuses; a community in simi valley, california, has a tremendously high incidence of such tumors and it's believed that a prevalence of sat towers and relayers might be the cause.

Your future governer, Arnold, might say to that:"It's not a tumor!"

This looks kinda like a water facillity in the Florida Keys, Although this one is much nicer. I needed a blank lot for a water facility. Very nice and could be edited to do just about anything.
