This is a Service Station aswell as an observation tower. This lot was based on a service station i passed near Southport(UK)
where a large observation tower is connected with a concourse over the highway to a service station with shops and also
a Burger King (that's why there is a burger king sign at the back 
). It may look a bit ugly but the one it was modelled on
is alot uglier in a sort of 1960's prefab colour. This is a more modern version. Its a CS$$ building, only growable, will grow on
a 5x4 lot, this has growth stage 1. Unfortunately growable buildings are very hard to test as you can't predict when they will appear.
I have not had this pop up in-game yet as ive not had time to play, but this should pop up on a 5x4 lot, this should have around 100+ CS$$ jobs.
