This is a radical type mod which changes the percentage stage caps for Commercial services and Commercial offices to allow you to play Single cities much easier instead of having to use region play.

 

Warning!: As a radical type mod, be warned you will need to restore your dat if you don't like the results to be able to play your game normally. This is not a cheat code, its a game mod.
