You must be missing a dependency. I'm pretty sure that I included all the required ones... make sure you installed them all in your plugins folder

I\m sure I have followed the instructions I just unzipped into mydocuments/simcity4/plugins. Thanks Aford for the his great tool though.

yeah and just to add ...I only have the PEG Security Fence resource (dependency pack) installed.
