From just looking at the greyscale image I can tell that it's just a flat map. Maybe you should all some sort of interesting terrain. Also you need an in game pic, that's a must.

Ah yeah, it's too flat. I'm confident that Tokyo isn't that much. 8/10 (I didn't rate earlier)

Since the jpeg is 3508x2480 which does not conform to greyscale image size requirements and the bmp file is 18x18 which is for a map of a different size (1152x1152) I'll give it a thumbs down for now. Maybe I'll trim the map to conform to size requirements and make my own bmp and re-rate later. For now I rated it bugged and unusable.

I don't know why it doesn't function on your computer. On mine it functioned very well with he terraformer. I played on this regiona ong time and all was ok. Maybe you shod try it again. Maybe I'll update the map.
