From ssc4k and nerdy_dood no car lots. they block all car traffic from cars and allow only bus freight and pedestrians to pass through. i got this idea from the no truck and no bus lots on STEX.
these lots can be found in the parks and recreation menu.
there are avenue, road, street,and one way road versions. for highways you shouldn't need to use them reallly
thanks to nerdy_dood for teaching me how to use the SimCity 4 tool
this is my first lot 
added in version 2: i added a street version so ifyou previously donloaded download again
also added in version 3: these are for trains they either block fregiht tran or passengr train. basically function like no car lots.
