This package includes the lot to work on both land and water. It also generates a small amount of income for your city, and this is shown in the Business Deals area in the budget window. Useful for those areas of your city that are completely inaccessoble from a road, but you don't want to waste and not have nothing there. R and C demand numbers are probably somewhat unrealistic, however.
