Wastetoenergy Mod  1.0

The Waste-to-energy mod changes several characteristics of SimCity’s waste-to-energy incinerator.  In real life these incinerators produce little pollution (see www.wte.org/waste.html for more info).  I drastically lowered the pollution it creates as a result.  They are also able to handle more garbage so I upped the capacity.  It is now able to handle the trash a full-sized city produces.  I increased the power output to 7000mW.  I also upped the monthly cost to $2500 per month and its build cost to $150000.
