These are small ploppables that are basically lots of vibrant colours for your city. They should be integrated with your other various plazas and paved areas in commercial areas.
They come in three sizes, the standard : small, medium, large (3x3 lot). The medium and large plazas flash gently at night with little lights. Be warned though! Use with moderation, as too many of these will make looking at your screen blindingly too much colour for your eyes to handle (and it looks too cheesy).
