Everyone will have their opinion, but ive settled on 8 tiles = .1 mile (66 feet per tile). But alot of items in SC4 just arent scaled to eachother. So theres really no answer. think of this, when your on a freeway that is marked with distance measurement signs. try to imagine how far apart city blocks in your Simcity might be.
