I solved it by leveling a lot of parks. In addition to too few low-wealth locations, I had way too many medium-wealth locations with about 50 percent unemployment. Anyway fixed it with the bulldozer! Thanks!

Hello everyone... I am new to the game, though I have played older versions of SimCity in the past... amazing the things you do in a pandemic... play old games! I have a city that has about 130k people, about 1200 low wealth workers, and almost 9000 unfilled jobs. At the same time, I have about 5000 unemployed mid-wealth people. The unfilled low wealth jobs is a big problem because businesses shut down, and most troubling, my sewage treatment shuts down peroidically. I have lots of residential zoned, but almost all is medium density, even though every road is high density. How can I either a) create more low-wealth, high density areas, or b) convert medium-wealth areas to low wealth? Thanks!
