Where can I download regions that already have cities in them?

I have heard of places where you can download regions but I can't remember. This is where google comes in handy! This website has one region This one only has cities but it has a lot As said, some of the cities could callaspe if they depend on other cities to survive. I'm guessing that the cities you can download of that last site depend on themselve to survive. -
