I personally think that the game really needs a lot of work on rebalancing the capacities of power, water, sewage, and garbage. Right now, they are...woefully inadequate for a single city tile. It really feels like I'm micromanaging way too much in this particular game.
Speaking of micromanaging, it would probably be less of a chore if the UI and UX gets tweaked, too. Right now, I still can't understand why drag-scrolling and right-click-to-dismiss-tool doesn't exist. Road tools also desperately needs relative road guides to other existing roads, better and automated curves, angle-locking straight roads to 45 degree increments, and squares, rectangles, and circles for fast zoning.
It's no SimCity 2013, that's for sure, at least in terms of UX.
