      We are SimCity 4.5. We made this edition with files from the STEX, LEX, PLEX and all other download locations... ;)

      What they mean is that with enough content from the STEX you can basically turn SC4 into an entirely new game. There's no actual collected packages though, except for the STEX discs, which are pretty much expansion packs in their own rights.

      Oh, I forgot to mention that I do not understand what the abbreviations mean. So, if anyone could define BAT, NAM, and CJ (up on the top comment), that would be fantastic! :)
