Actually I would consider the Pennsylvania Turnpike a rural road (its two lanes each direction the entire length of the state) and it is a toll road. I think most of the toll roads in this northeastern area (outside of I-95) are more like rural roads than highways. The main reason they are used as toll roads is because it offsets the cost of building them though places that have no income to pay for the maintenence of the road (instead of making it entirely subsidized but state taxes). Anyway that is just a little information since you may be from across the pond and unaware of some of the different road uses in the US.
