Shuto Expressway (. Metropolitan Expressway) is a network of toll expressways in the Greater Tokyo Area of Japan. It is operated and maintained by the Metropolitan Expressway Co., Ltd. .

Most routes consist of elevated roadway above other roads or over water, and have many sharp curves which require caution to drive safely. Tunnels are also used on routes near the waterfront and Haneda airport.

The speed limit is 60 km/h on most routes, but 80 km/h on the Bayshore Route, and 50 km/h on the Inner Circular Route.

All trips on the expressway require a toll be paid, but unlike most expressways in Japan, though similar to the Hanshin Expressway system in Osaka, the toll is the same regardless of distance travelled. As of 2008, the toll for a standard-size car is ¥700 on Tokyo routes (both circular and radial), ¥600 on Kanagawa routes and ¥400 yen on Saitama routes. For large vehicles, the toll is doubled. There are plans to change from fixed tolls to distance tolls in the future.

The Metropolitan Expressway was first built between Kyobashi Exit in Ch??, Tokyo and Shibaura Exit in Minato, Tokyo in 1962 for the purpose of increasing traffic flow efficiency in the Tokyo Metropolitan Area, thus optimizing and improving the functionality of the traffic system. Since then, 280 kilometres of highway network has been built in the Tokyo metropolitan area; 30 kilometres more of highway are either constructed or planned, making the Metropolitan Expressway a vast network of urban expressway in the Tokyo region.

Even though a legal amendment on 1 April 2005 generally allows a person aged at least 20 with a motorcycledriver license for at least 3 years to carry a passenger on a two-wheel motorcycle on a freeway, some segments including C1 line of the Shuto Expressway still prohibits passengers on two-wheel motorcycles. See also the map in Japanese. Motorcycles with passengers cannot pass through the Shuto Expressway from the Tomei Expressway to other expressways.

Like all others expressways in Japan including the Tomei Expressway, the Shuto line has become a common street racing road. One of the line Bayshore Route (or known as the Wangan by hashiriyas) received worldwide notoriety during the 90's was the home course for the MidNight Club, one of the most notorious street racing clubs, who were known for their 300 km/h, sometimes 320 km/h exploits.

Due to this infamy, the Wangan is the setting for several entertainment properties, such as the manga and arcade game Wangan Midnight, video game Shutokou Battle and the movie series Shuto Kousoku Trial. Numerous car enthusiast magazines and DVDs, like Best Motoring, also highlight races and activities on the Wangan.[1][2][3]

Had to tare down some buildings just to get this tunnel were it is suposed to be, as you can see, tokiwa complex and tokyo opera city tower were some of the victims, i also had to tare this whole area down just because the highway did not fit right, but i got that fixed as well.

Thank god i looked on the street view, on satilite view, this is still a few patches of bridges with alot of construction... guess that was back when there was no tunnel(Nice heads up tepodon, i wouldnt have ever looked if you hadent told me, Also this is called metropalitan expressway Central curcular loop.

Hi I'm a returning simtropolian.

First of all I would just like to congratulate Neosim for his great CJ on Tokyo.
I've been following the progresss of several cities here, from their humble beginings to greatness.
What I'd like to say is that its easy to start your own city from scratch, to start it knowing that you don't have to follow or copy any city and this takes off a lot of preassure since you can vitually create a city and not have someone citicise you for the way it looks or functions.
However, to try and attempt a recreation of one of the world's greatest cities is a feat no one can just simply undertake.
It takes:

1) courage- because you have to try and deliver the real thing,
2) passion- because you have to be passionate about starting something like this in the first place
3) patience- because once you start there's no turning back. You have to see what you've started to the end or else what's the point to begin with.

Not every tool is available (although I'm wrong in saying this since your city looks exactly like the Tokyo I went to years ago) but for you to have utilized what is available and use it so you can deliver the real essence of this great metropolis is truly a talent and for that I applaud you hands down because people like you who have vision deserve it.

Anyway, I hope you don't mind me asking some questions because I'm just really intrigued and fascinated by what you have done.

1) How do you get everything to look so realistic? Did you get the content on this site for free or did you have to buy the two disc?
2) How did you get your buildings to sit exactly how you want them to face, to connect etc?
3) How come your airport is so large? I remember something like this on Sim City 2000 where you'd use the lot system that Sim City has now in order to build and shape the size of sea ports and airports etc, just like residential, commercial, industrial buildings that Sim City has. Tell me, have you done this for your airports & ports if you have any or do you individually lay the 1x1 square sections where you want them? I guess that if you just laid out the plot like a residential lot, then you wouldn't really have any control on what sprouts up right?
That's why I'm thinking whether you've built it in sections.
4) These asian buildings etc, again where did you get all your buildings, roads etc.

The reason why I'm asking is because I would like to create my own city journal based on my home town in the Philippines.
I want it to look as realistic as possible using Spanish barooq colonial buildings, Filipino architecture and a transport system that replicates the bustling, congested roads that we have back home.

Anyway, keep up the great updates and any feedback from you would be most appreciated.

simbro_08, Man, What can i say, your comment blew me away, Extremely well written and expressed, I apreciate every thing you have stated, and to answer your question.

Before i could start this project, i had to thouroughly think every thing out, First i downloaded the block all maxis buildings mod,  This will get rid of any american style type of building and stop them from being built. 

Then I got on to download the bats, Which ranged from japanese style wall to wall buildings, to japanese houses, And basically, any realistic thing that was japanese...roads..signs..pedestrian cars excettera. i have about 3 gigibytes of japanese plugins alone.

Also, all my buildings are landmarks( With jobs and transit enabled) Only thing i have grown are the houses. So i do not grow industrial or commercial.

About the airport, i downloaded custom realistic peice airport sets, it included runways,signs,parking lots, parking decks, and so on and so fourth.

Its nice to hear about people who like doing recreations, After i finish all of tokyo, I'm going to recreate Seoul korea.

Hi Neonsim and thank you for replying and answering all my questions.

I tried the link that you gave me by the way, the one which has all the asian buildings etc. Unfortunately when I visited the site, I found to my grief that its all in Japanese and I'm sorry, mean no offence but I can't read or understand Japanese. I've tried google translate, but I haven't been able to fully appreciate this site because its taking me a long time just to translate and read.

Is there an english version to this site?

As for this site, you remember that you mentioned this site containing asian buildings?
It's just that there have been some gys on Simtropolis who have created CJ's based on asian cities, Bangkok, Jakarta, Manila, Hong Kong & you with Tokyo. My home city, the one I'm trying to make isn't a big city, but I would like to create it as accurately as I can, but I would need to add a tropical atmosphere to it in order to achieve what I'm looking for.

What I mean is using not only asian buildings, but treemods where I can get palm, coconut trees, water mod where I can have clear, blue water for my city or greenish water, and I guess clear white sand too with tiki huts or beach huts on the sand, just like with a few CJ's I've seen on simtropolis. Also, congested roads etc.

I would just like to ask you please if you have links or bats to all things asian and tropical that you could give me.

Anyway, I hope I'm not asking too much, its just my first time. I've never actually built a whole city without prefabricated Maxis buildings popping up, which I hate. Would ike my city to be as realistic and authentic as possible, inspired through your work.

Please, if you can help me then I'd most appreciate it Neonsim.

With your highway where you have two maxis highways side by side, how would the people in the middle 6 lanes get off the highway?  Great city journal the night shots are the best.
