AHOY EVERYONE!
Long time member, maybe, first time poster?

So... returning to the game after begin away for more thn 10 years... it has been quite a trip for me, but some games, You'll always find your way back to..
SO I recently got the Steam version of SC4, downloaded it, opened it up and.. naturally... my first instinct was to toss in my old cities that I used to play back in the day..
SO I copied the folders over, loaded the game and... Hmm... They didnt show up.. Maybe they are too old?
SO I loaded the game, decided to make some NEW regions, created "TEST REGION-1" quite the game, opened the folder and.... nothing... hmm.. Do new regions not show up?
SO I decided to mess with one of the existing folders... I basically deleted everything from the "Berlin" folder, copied over one of my old cities and...
nothing...

And not just "Nothing" but, the Berlin city was still there! Like, no come on, I figured I'd MAYBE get an error message "City not Found" or something...
So.. I started thinking.. MAYBE the folders im SEEING on my laptop are not "really" the folders that the game shows IN the game?
If this is so, where are there?
ANY Help would be appreciated!

the regions need to go in the documents folder/simcity4/regions... not the directory for the game

thank you, as someone knew to PC's vs MAC indexing... is there an easy way to find that, i have learned doing a search on a PC for something like "simcity4" is often, less than successful.

Well, assuming you are on a Windows device (are you?) and depending on what you already know, you would be looking for something called 'File Explorer'. Opening that will present a directory ( folder) called 'Documents'. Opening that one will display a folder named SimCity4 that contains the directories used by the game - Plugins, Regions, etc. Your regions would need to be placed into that one. Here's another related topic with a bit more detail (check trough Cyclone Boom's responses)...

So I got home from work and poked around in my files... i took a screenshot of where Steam leads me when i select the option to show "files on local disk"

I have spent the last 10min look for anything else, any other "SimCity 4" folders on my hard drive.... and havn't found anything :/
A note, you can see all the "Extra" regions i moved over... those are the ones i WANT to show up that arnt.

I'm not overly familiar with how Steam might set things up, but it looks like your display on the right is the game's installation directory (just going by the name of things across the top). Those aren't the regions that will appear in the game.

What do you see if you open the 'Documents' link on the left (in the navigation area)? That is usually where you will find the game's plugin and region folders inside a folder called 'SimCity 4'. Those are the files that will be used by the game (the user files - so to speak). I thought this part would be the same setup whether using Steam or not. If that is not the case, hopefully, someone more familiar with Steam will be along...
