Incomplete industrial development despite demand.

Hi all,

Can somebody please explain why this industrial city doesn't fully develop into high-density lots despite there being enough demand?

I have dozed and rezoned the entire city multiple times and everytime development seems so stagnate without fully developing the blocks in the centre, which remain medium-density.

I have waited several in-game decades and exited and reloaded the city multiple times but development seems to have just stopped.

Any help would be much appreciated.

 

EDIT: I already found an explanation in the Prima guide. Apparently the amount of higher-stage buildings is limited by stage limits.

That certainly plays a role but without residential areas, (people, plain and simple) what incentive is there for the enterprises to expand?

Also, do remember that higher density buildings will not grow without water supply.


The "SimCity 4" vanilla Opera House is the most evil thing in existence. Avoid.

    Yeah, but the high demand implies plenty of people in neighboring cities so lack of workforce couldn't have been the problem.

    On another note, does anyone know why basically the only two lots that develop are Farley's Foundry and the cement plant? *:???:

    If there are other cities nearby, then indeed it is probably not the source of your woes. It would be interesting to see the surrounding area too, now that you mention it.

    To a large extent that again raises my suspicion that there is simply no water in the town you present. With this resolution it is hard to see for certain but I don't see any pump buildings when I browse through your town. Regardless of the local population, some buildings, especially more advanced, will simply not develop when it's dry.

    The uniformity of your cityscape is a little puzzling though, as even without water supply the diversity between the buildings should be higher. Are you using any demand mods or developer blockers that may influence the construction mechanics?

    Water was supplied through a neighbor connection since any pump would instantly shut down due to pollution with so much industry around.

    I experimented a little and managed to fill up an entire medium-sized city with ONLY Farley's Foundries, fueled by demand from a neighboring city. In this city, I didn't supply water (and didn't expect any high-stage buildings) but as you say, there should at least be some diversity in the lower-stage buildings.

    Other buildings do pop up if I take a slower approach with residential and industry in the same city instead of industrial-only cities next to large population centers. BTW, I play vanilla without any mods whatsoever.
