Is this normal or is buggy?

Commute=short is mandatory?

The game has a mechanism where if a building can’t sustain it’s original wealth residents, it will be taken over by a lower wealth class. So yes in that respect it’s totally normal and not a bug to see this.

Commute time cans be short, medium or long, medium may not be the best, but it also isn’t necessarily a big deal.

Really the #1 problem i see is a lack of access from the building to the city and thus jobs. Perhaps explains why the commute is longer than expected and the building has dilapidated. Right now the only possible route is via the subway (assuming it’s connected to a larger network). This may limit the options for which commutes are viable. Whereas if it was connected properly, car, bus and other options would open up, which might change things in terms of possible commutes.

    If I connect the building with the street network traffic noise increases to high due to the self building's people, they prefer cars instead subway. (even trying with street that can only be used by them, isolating it from other neighbours which would pass trought it)

    So I think the only reason was the one you mentioned first.

    This is yet another issue, but you might want to download this fix to straighten this up a bit. AFAIK, there is a small bug which causes R$$ to show incorrect noise level values.

    It was once possible to tailor car - public transport choice values through TSCT. I believe this can still be adjusted through iLives but I haven't tried that myself yet.
