I have a region of 1.3M Sims with 3 large tiles connected with each over 300K and the largest at 500k.  Only one city has a small amount of Co demand.  Most are pegged low and have a lot of Cs demand, education is usually between 160-180 in the largest cities.  When should I start seeing Co demand?  

Also same region (below) all of a sudden it shows on the regional map, a weird highway lines running in the water.

    I have one city with heavy HT my large/central city had non until recently I added some but not that much.  I have multiple transportation connections in every city.  Taxes for Co are at 7.5.  R$$$ desirability is fine also.

    Also have a weird thing going on in main city with income.  Wild wings in income and really not much income at all.  The city seems health otherwise.

    Switch to "Satelite view" in the regional view. *;)


    The "SimCity 4" vanilla Opera House is the most evil thing in existence. Avoid.

    Oh wait that's look like a ferry route.  My bad.  Mostly concerned about the C0 though.

    I have 2 adjacent cities that have a lot of HT jobs.  Could that be siphoning off R$$$ jobs and draining C0 jobs from the main city???

    Unfortunately, I myself have not been fully able to put a finger on what causes CO demand to go up. One of the more experienced users (probably @Naomi57@Daeris or @CorinaMarie must have been) told me, when I asked the same question, that "it's something that just happened".

    One of the things that certainly does help to encourage commercial offices to grow, is education. Just like in case of I-HT. Educated Sims prefer comfortable jobs in cozy offices rather than noisy assembly lines. If you keep education high and traffic levels up, you are on a good way to get more offices.

    If you are interested in seeing skyscrapers gracing your skyline, I suggest you also read this post I created a while ago. Demand is not enough. You also need to play tricks on it...

    It is basically a tip on how to technically encourage the growth of tall commercial offices. Sometimes, you just need to have less smaller buildings in order to get a few taller ones.

    While average income is mostly a useless indicator, do consider that...

    "It is directly tied to the weighted average Education Quotient per residential Sim Wealth level in your city tile."

    ...so I would guess that there have to be some rather seismic shifts in the education quotient in your city, or in numbers of one or more Sim wealth levels.

    CO jobs are not reserved entirely for R$$$ residents. *;)

    No on education shifts. It's around 175 the entire time.
