I have noticed that tram stations and HSR both have arrows pointing one way or the other. Does this mean the trams and trains will only follow the direction of the arrows?

Edit: Ignore this, as @matias93 has provided the answer below. *;)
(I'll leave what I said below in a spoiler, in case anyone happens to find the DrawPaths details useful.)

Spoiler

While not totally sure as I ain't a High Speed Rail user myself, it might be DrawPaths can provide the answer.

This is a cheat (well, technically a command) which allows the game's network paths to be displayed visually overlaying roads, rail, etc.

Here's a couple of posts I previously made about it:

It does need the Extra Cheats DLL installed to activate this command.

Then once wanting to remove the paths they go away once exiting and reloading a tile, or use the HidePaths command and it toggles them off. Capitalisation doesn't matter with the cheat commands, so the main thing is entering in the proper syntax format with cheats that have parameters (like setting a city name or moolah).

I hope this might help, at least until anyone else might know the answer about the HSR arrows specifically.

No, those arrows indicate where is the front side of the lot, which, in any case, isn't relevant for transit stations altogether: they all have entrances and exits by all four sides.
