Looking for new map recommendations.  My main region has been Vancouver but I want to start fresh in an area with a similar topography.  I chose Vancouver because of the "Sea to Sky" quality,  the fact that it begins at sea level but rises rapidly in elevation.

Frankly the Vancouver map didn't go as high as I expected.  Plus the only one I was able to find uses a grayscale image with I feel like is not as accurate as an SC4 document.

So send me lots of links please! No suggestion is a bad one!!!

First and foremost, you'll need to set up SC4 Mapper, a program developed by Wouannagaine on SC4 Devotion to render and do basic manipulation of high quality terrain files for SimCity 4.

Second, make sure to look at posts from SC4 map makers who specialize on high quality terrains and have done work on these. Just to give a sample of these, I'll cite a few examples from these authors:

 

Blunder (nice assortment fitting your description):

 

 

Drunkapple (no longer active, but has an enormous collection available):

 

 

tagehring (not that many, but they mainly fit your requested geography):

 

 

nichter85 (gone way too long ago, this user has a big collection of Alpine maps):

 

The now-defunct New Horizon Productions team, these guys were the only group able to keep up with Drunkapple in raw quality mapmaking power. Most of the regions here are on the flat or rolling side, but there's a few suitable examples:

 

There's also TheEstGuy, who specializes on hand-terraformed regions. This one might be of your liking as well:

 

 

And, while I'm still somewhat of a novice with SC4 mapmaking, I have a map which may suit your description:

 

 

Third, I suggest you get a custom topographic legend to check your candidate regions in SC4 Mapper to determine whether they gain elevation fast enough for your liking. These are two good options to go for:
