Unfortunately, no. Those use what are known as Tab-Rings.

Here's a reply from another thread about that. I've edited it to just the key parts as the reply also addressed how some network looking lot pieces would need to be modified (and the difficulty therein).

This is something that occasionally bothers me as well. I already have a very nice collection of ploppables but keep discovering new!

Would it be possible at all to, for example, provide additional menu buttons to which one could transfer some of their content? Like me, putting my forest lots under a brand new, custom-made button? This would of course need some changes in the way the GUI works.

You can make building family (for example CO$$$ 4x4 buildings) and one lot associated with them. While it reduce number of menu icons, but buildings on lot plop randomly.

There are also DAMN menu menager, and Menu Menagment Lots, but for me they are like black magic.

I've occasionally seen references to this idea and it seems no one has yet found a way to make new sub-menus.

One option that would work is you could move ploppables to other menus. For instance, put all your forest lots at the bottom of the Build Power Systems menu, all rocks (perhaps) in the Build Water Systems menu, and all of something else in Build Sanitation Systems menu. Ofc, they wouldn't be logical places, but as long as you knew where you stashed them, this would reduce the size of the Parks menu. (There's also Police, Fire, Education, and Medical menus which could be used since they prolly aren't overflowing either.)

This actually gives me an idea to move some myself. I use a massive set of castle walls and moats which are in the Parks menu and if I move those, it'd free up 30-some spots in my Parks menu. *:)

Yes, I already do that. Gets a little weird with certain aircraft missions when landmarks are involved! :ooh:
