You need to find the path to your installation of the SimCity 4 executable. Your shortcut or launcher should tell you where it is (somewhere under program files (x86)).

By default, for a Disk version you would find the main program (exe or executable), SimCity 4.exe inside:

C:\Program Files (86)\Maxis\SimCity 4 Deluxe\Apps

Of course if you didn't use the defaults, it'll be wherever you installed it. The patch application is not unique to SC4, it can patch any valid .exe file. So you need to tell it which one you want it to apply the patch too.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

We can't control that in terms of how things are modded. Put another way, if this is happening, it's your hardware that can't handle SC4's graphics properly. Are you running the game with Software Rendering?, which is sub-optimal and causes lots of glitches like this.

Goto SC4's install folder, where you found SimCity 4.exe, there should be a file there named MYCOMPUTERNAME-config-log.txt. Open this in Notepad or similar, then copy and paste it's contents into your next reply. This will give us a lot of useful information that might explain such graphical weirdness.

    There's your problem. :(

I have the exact same iGPU in my systems, both an i7 4700 and a i7 4970k CPU. The drivers do work, but there are problems and this is simply part of that, the drivers don't support functions SC4 needs to display without issues. You can of course try updating the drivers, when I first had one of these iGPUs in 2013, the drivers were so bad with SC4, it was literally unplayable. An update in 2015 finally fixed that, but it is still very far from perfect.

My solution was to add a dedicated GPU to my computer, which worked perfectly with SC4. If you are using a laptop, you'll simply have to live with things, you can not add or change the GPU for such machines. But, if you have the option to install one (i.e. you have a desktop with a spare PCI-e socket), you can do so for very little money with a second hand Nvidia/ATI card. Likewise a laptop that also includes a second dedicated card, should not be using the Intel one for SC4.

Note that there is nothing wrong with the HD4600 GPU itself, which plays many games well at 1080p. But the drivers are simply crap at legacy support.

This has NOTHING to do with the version of NAM being used.

See... Likewise this has nothing to do with your install of SC4 either.

If you continually try to change things, because you don't understand what is actually at fault, all you do is make it harder and harder to actually fix anything. Reinstalling SC4 is futile and will not fix this problem.

If it worked before, let's try to work out what's changed, rather than simply trying to change everything until it works.

No it doesn't. I'm sorry but you will find the blinking keeps coming back, but the problem may not be consistent.

As I mentioned before, there is nothing about how a given NAM version is made, that affects this problem, nothing. Those FLUP portals have not changed since their first inclusion in the NAM.

Your quest for the "best" version of NAM to use is ultimately a futile one, the best is and always will be the newest.

Since you've recently re-installed SC4, it is possible that it's setup differently. The solution would not be to simply keep re-installing the game, that actually makes life harder. For example, you now need to remember to patch it again, along with running the 4GBPatch anew. However, if you only have one GPU, the Intel HD 4600, there isn't likely to be anything you can do about it. You can check this, simply open the Start Menu and type (to search for), "Geräte-Manager" (1). Open this and look under the category "Grafikkarte" (2).

    DeviceManager-(Deutsch).jpg.a8ca149df3827e70190ad849c2920a31.jpg

If your system has more than one GPU, it would be listed here. You can also check the date/version of your graphics driver, if it has recently been updated, that might be responsible for the change.

The big change in NAM 37 and later, is that something called the Controller Compiler is no longer automated, just like the 4GB Patch, the old installer just handled this for you. Without running this, the installer must instead give everyone a Full Controller, in other words all the code needed to run every NAM feature. But, if you don't need all the NAM features, this is inefficient and will require more system memory/RAM (Arbeitssprecher). On this post, Tarkus linked to a smaller controller without the RHW (Real Highway) code. Provided you don't intend to use RHW, it may help with the problem, as it is less resource intensive. That said, if the blinking problem was occurring when you tried older versions of NAM, which have much smaller Controllers by default, it's unlikely this is going to have any effect.

I cant understand it. SimCity is running since about 3 Years on this PC... without any blinking or other Problems. It started by trying to update it. Now the "blinking" stays. Im sure there are some old Grakikcards around who i could us. Or one of our other PC´s. But 1st i´ll give my Laptop a Shoot.

SimCity 4 doesn't run on or use Java in any way, so there would be no way for it to influence what you are seeing.

    Have a good Day, Oliver
