Only high wealth Sims?

So from what I've read, you have to have some low wealth sims in your region for the economy to work. Is there a way to get around this?

I've never done a full region but I like to make cities that are only full of high wealth sims with lots of skyscrapers so would prefer to not have low wealth areas.

Also is there a power plant that I can download that has a lot of capacity Like something futuristic.

With an extreme amount of modding, it might be technically possible. Depending on your skill with Reader and understanding of the exemplar data, it could prolly be done in a few month's time. But, that would only be for the vanilla game. If you plan to use any custom content, everything downloaded would also need to be tweaked.

I'm a pro of high-wealth building here. The answer is, to build the R$ first. Then, you have to supply CO$$$/CS$$$/IHT jobs, 2x-3x of the population is recommended. After that, supply your population with water, garbage service, water treatment, education, and health. The latter two are the most important. This may bring your budget to red, so be prepared to use moolah cheat. After that, plant some trees (preferably god mode tree) across the city & take advantage of redevelopment. The R$$$ is now available in small size. You can zone them replacing the R$ or R$$. Don't forget to plant some trees. Unfortunately, you may get some unemployment there, especially if you don't create enough jobs (2-3x of the population). So, you have to fix the unemployment, traffic, garbage, etc. Finally, zone the high wealth to high density and reap the gains.

I personally use CAM and I recommend to lay your city out with grids because it's efficient. Currently, I'm not using this technique, especially to the extreme due to unsustainable in the first run. I want to avoid cheat if possible so I don't use this technique anymore.

    Thanks. I do plan to mod the game so it sounds like it would be too much work. Is it possible to limit them to a specific tile and if so how do I get low wealth to build and not upgrade to a higher wealth?

    Thanks however I usually use cheats to get a lot of money. I like to be able to build my city up from the beginning and have good hospitals and schools and other stuff to make the wealth higher.

    Yep. This is relatively easy. Just build up a bunch of farms or dirty industry in surrounding tiles and grow all your R$ Sims there. Then educate them a wee bit and grow R$$ as well. Have transportation connections from each of the surrounding tiles to the one you want to be all R$$$ and then you can grow those in that tile. You can crank up the tax rate for what you don't want to grow. I personally recommend just increasing the taxes a wee bit at a time, run a full month, check the demand, and continue until the R$, R$$, and whatever else you don't want go slightly negative. (You'll find other peeps saying to use 20%, but I disagree with that plan.)

    To keep lower wealths in place so they don't auto upgrade, you might like this:
