Need help with SC4DatPacker error - MSVCP71.dll

I've been trying to apply the I-HT Bug-Fix for hours upon hours now. I followed this tutorial below and made it up to the "Run SC4 DatPacker" step. It says that the program can't start because MSVCP71.dll is missing. I looked at the DatPacker readme, downloaded the three necessary dll's, and still keep getting the same error. I even put them in the DatPacker folder like someone else suggested on here. I don't know what more I can do, but this is driving me absolutely mad :'(

There is good news. The I-HT Fix does not need to be DatPacked into SimCity_1.dat as previously believed. Just drop it in your Plugins and you'll be good to go.

    Yep, that's the one. (Do unzip the contents, ofc.)

    And you can read my Empirical Data shows the I-HT Fix does not need to be Dat Packed to Work post if you like. *;)

    For the DatPacker error, I wonder if it might need copying into another system folder, and there could be a difference on Win 10 systems perhaps.

    As Cori said above though, there's no need to pack the I-HT fix with the evidence proving that isn't necessary. It's one of those things which was believed to be true, but there were other factors involved like with the CAM it seems. In the excellent video tutorial @rob_mtl posted, at this point in their video it explains how the fix works also.


    If ever wanting to DatPack your plugins and DatPacker is still not viable, it might be worth using JDatPacker instead.

    This is a cross-platform Java based tool which can be run on Mac or Linux systems also (as well as Windows). I've tried this before and it's very simple and easy to use too. An essential thing to remember if ever packing one's plugins is to always keep an uncompressed set. This is important because if wanting to make changes, it can be done with moving in/out individual files or making changes. Then re-pack them for use once everything is as desired.

    As to the error caused by DatPacker I suspect it's because the VC Redist involved is seriously old (as in 2003 or before). This is something Microsucks probably thought no one was using any more. I found a couple of related articles on MS site.

    Looks like its recommending the 2015 32 bit redist to reinstall/update these files in the second link
