Traffic Simulator, can't save new versions

Hey guys! Need some help with my Traffic Simulator. When I go to change the settings to Medium-High and Ultra, I can't save. I have a GoG version of SimCity4. 

The NAM(version 36) runs as normal. No issues there. The TSCT also opens and runs as normal. A box pops up saying, "Loaded values from Simulator file" --

NetworkAddonMod_Traffic_Plugin_Z_Medium.dat 

I click OK and proceed to change the settings to Med-High and Ultra. I go to save, but an error message appears --

Error deleting file(s). SimCity4 is probably runninig

It's not. I've looked through the task manager -- SimCity and no associated programs (GoG) are open.  

I'm running Windows10, 64bit. I've tries some of the other fixes, like manually deleting the Z_Medium.dat file and then saving, but still no save. I'm a little less inclined to mess with admin functions (the fixes I've seen for that have been in Windows Vista and 7). 

Any other ideas? PLEASE HELP! Thanks in advance!

  3. Before changing any settings, find that file using Windows Explorer and delete it.
  4. Now make whatever tweaks you want in TSCT.
  5. Save the TSCT settings and the file gets written as if it were the first time running.

The above will not work if you have already tried to save the settings in TSCT and received the error message. If you already got the error, close TSCT and follow the above steps exactly. *;)

So, rather than delete the file before running TSCT (per one of the above suggestions which does work, but loses all prior tweaks), this lets it load all your previous settings which will not be lost (because it has them in memory).

And also, there's no mucking around with Administrator settings. *:)
