I've got a city which I noticed the ticker crying about water being almost to capacity.  After plopping a couple pumps and checking my graphs I saw the usage basically followed the supply, even after bulldozing the new pumps:

This is not a large city, and normally the three pumps there would be more than enough.

I'm guessing you have some neighbor connections for water? Either buying or selling. If so, make sure you have only one such connection to the same neighbor. If that is the cause, we can dig up the thread that explains the whole issue.

Even though that was an issue with a spike in the power demand, it may well be a glitch which applies to water (and other neighbor deals as well). When having multiple connections, and I wonder if there could be similar such problems which arise occasionally and might explain the apparent randomness.

    No connections actually... but oddly it seems to have cleared up, and things are behaving normally again.  But for a while there usage was matching whatever the output was - I even built *way* more pumps than necessary, and still.   I suspect that it was perhaps a hiccup in the simulator - there was a lot going on and perhaps it just was still sorting through things, but it was definitely weird, I thought the city was borked *:( .

    Oh, I learned my lesson about that a while back..... when I wiped out a (Real Life) month of growth and improvements on another region....   *:D

     

     

    Oh yeah:  so here's current water use.  Note how the graph looks more or less smooth except for the hiccup.

    Actually, I've been getting this quite a bit myself. I haven't dug into it at all, just made a cheat lot with an insane amount of water capacity to deal with it.
