How to install the SPAM mod?

Now is your SimCity 4 a digital version or disc based?

And Windows 10 may present some additional challenges because that version has more restrictions on what it will allow to be installed. We'll need to await help from the experts as I'm not personally familiar with Win 10.

Disc based and Windows 10 are a bit problematic. I'm in chat with @Cyclone Boom and he'll be posting soon with relevant information. (I have to get ready for work and will be away from the site until this evening.)

For safety (?) reasons, Windows 10 is hostile to physical copies of Simcity 4 because it refuses to read the disks of older games. The only way to play the game is by buying and downloading a legal, digital version. I highly recommend GOG.com because it's DRM-free, and you can also support Simtropolis by buying it from this affiliate link. Steam and Amazon can be your weapon of choice as well, but stay away from Origin because it's both unpatched and unpatchable.

Hi karakura_07, and welcome to Simtropolis.

As @CorinaMarie mentioned, the problem with the CD version is its copy protection (DRM) method is not supported on Windows 10. This means the game may appear to be installed properly, however it won't start at all. Therefore mods like the SPAM won't work either because SimCity 4 doesn't load them if unable to load itself.

The solution is to purchase a digital version of SimCity 4 Deluxe from a supported online retailer. You may not like the sound of this, but there is good news since it has the advantage of being fully updated, and doesn't need a CD in the drive. It comes as a direct download and runs without the copy protection that Windows 10 isn't compatible with. As @Terring said above, one such place which sells the game is GOG.com who regularly have sales where it's priced at 75% off as it is currently.

It's likely they will be having a sale in a couple of weeks for "Black Friday".

One thing to consider is to use the direct download option instead of GOG Galaxy.

Once setting up an account on their website and after purchase, this is how it'll appear from your personal GOG games library when clicking SC4. The green highlighted option is where the standalone .exe file can be downloaded and then installed. It might be worth first uninstalling your current CD version before doing so.

After you've got the game up and running, we can walk you through how to install custom content including the SPAM mod.

Installing SPAM as a SC4 mod in itself isn't affected by any Windows 10 / SC4 Disk compatibility issues. The mod comes inside a .ZIP file, which compresses a bunch of files and puts them into just one. This is handy when distributing files over the internet and pretty typical. Windows can open such files by simply double-clicking on the .zip archive. Inside of which you'll find a folder named "PEGPROD". This folder needs to be copied into the Plugins folder, this location is where SC4 looks for all mods, by default you can find that in this location:

Documents\SimCity 4\Plugins

Having copied this folder, look inside the SPAM\SPAM_Documentation folder within PEGPROD, a full set of instructions are here to explain what files you may not wish to keep. As with many mods, you may not need everything, it's always important to check such readmes, to be sure you understand what you are installing and how it works.
