How to Change The Build Cost of Networks With iLive's Reader?

Is it possible to change the build and monthly cost of road/RHW networks with iLive reader? I can change the costs of other buildings looking in the exemplar files but I can't find such options for NAM networks. If so, is it also possible to change the construction cost of Maxis networks?

There are two costs, and a different way to change both of them:

For the maintenance cost, you need to modify the Traffic Simulator. An application was installed alongside the NAM to do that, and it is accessible from the start menu (look for the semaphore icon). Once open, there is a row of boxes where you can change the monthly cost of each network tile. Modify it and save the configuration. If anything goes wrong, you can always come back to the application and to select a preset on the upper part of the window.

For the plopping cost, you need to find the same exemplar that is used to create an slope mod, so the best option is to simply modify your current slope mod with the Reader. There, one of the entries is the plopping cost: double click, change the value to the desired one, save on that window, save on the main window. If anything goes wrong, download your slope mod again to fix it.

    Thank you very much! I changed the values using the TSCT and it worked, but the RHW is greyed out on the monthly cost per tile, is that hard coded?

    That is correct.  It's possible to specify a value, but there is some hardcoding that prevents that value from being read as anything other than zero by the game.  Based on information provided by @OrSpeeder (AKA speeder at SC4D) the last time he was active in early 2016, it appears to be readily fixable for someone with DLL modding abilities.
