Power Plant that doubles as Water production problem

I am trying to use ilives to edit a power plant that I created to allow it to also produce water, I edited all the water production exemplars into the sc4desc file but the power plant still does not produce water. I tried the same for the sc4lot file and still no water production from power plant. I took a look at the exemplars for a downloaded "Resource Center" that does work, and compared the two, and all the water production exemplars are indeed in my model, except the power plant does not produce water. Is there something I am missing?

 

This is the exemplars for my model. All these are present in the sc4lot file too.

And these are in the Resource Center that I downloaded

As you see, all the water production exemplars that are in the Resource Center are in my lot, except my lot does not produce.

 

What am I doing wrong?

Water is one of the predefined networks, so besides having a water production value, you might also need some kind of "transit enabling" for water to flow out of or across the lot and connect to pipes.

Research "transit enabled lots" and then see what elements the standard water sources have that look like that. If your plant doesn't have such, then you know what you're missing.

Just make sure that all "water-pump" or "water-tower" -related properties are present in your building exemplar too. You may also need to add some "OccupantGroups" values as well - again, check the ingame building exemplars (use the Navigator Tool in the reader to find them easily). Don't know which ones are really needed, to make your building a working water source (a "connector"-like thingy should appear in underground "Water" view) - experiment and check. Still, chances are that this won't be working, or working well, ie the game may allow only one utility type to function.

However, I would recommend against this, not only this doesn't look "realistic", there are also other problems, like which Budget Item should the expenses booked under? You have selected both, but is this OK? Did you check if you are actually charged twice, for example? And if you sign deals, does the game include the whole or a part of the maintenance cost to determine the cost of your power or water production? etc, etc. The only ingame utility that has a double function, is the W2E plant, and it has only one "Purpose" type. Plus, I know well that while you are charged the maintenance cost only once (correct), it is calculated separately for deals (for both the power and the garbage), so this is the only utility that can actually make money for the city running it, as you are paid for both the power and the garbage, ie it double-charges your neighbors! Not a stellar implementation, even for this ingame building. The game may not be well tuned to handle dual-purpose utilities. After all, water pump don't take up much space, so there isn't much benefit in making a utility like this.

    A connector thing does appear in the underground but still does not produce. Like I said, the Resource Center does work and I have all the water properties in mine that are in the resource center.

    Then it should be simpler, just examine the properties of the Resource Center and compare them to yours - in both the building and lot exemplars (except for the LotConfig... ones, these are the lot's props and textures). My considerations about budget items etc, should still be investigated though.

    I already said that every water exemplar that is in the resource center is in mine. I have them both up here for compare. I just don't get why mine is not producing if everything is there.
