Plugins don't show up in game

Longtime sc4 player, never had a problem with plug ins. I know where they go so thats not the issue. but some things dont seem to show up. for example , any of the mid ride office packs by mad hatter do not show up at all. even with no dependencies,   any ideas whats wrong?  everything is up to date

Those buildings are only growable, so you might be playing in cities where the demand is insufficient, or where you haven't reached the development stage to get them to grow.
