When placing anything in a city, the cursor takes a blue color with a white arrow. I take it for granted that it means orientation to show the road/street side. But with a water tower, for instance, the arrow is meaningless. Or am I missing something here ?

Yep, it is irrelevant for a water tower. Also, even tho other buildings like fire stations, schools, medical and so on have that arrow it's only a guide. As long as any side touches a street, road, or avenue then it still counts as having a transit connection.

    What I wonder about are the train stations. By default, the arrow usually faces track. I've been manually rotating stations so arrow points at road. I then see automata on both road and track, so does that mean I did it right? If so, then I wonder why the default so often points to track.

    It's little more than a way to orient buildings, to give an indication of things when rotating them. If a TE lot doesn't have pass-through networks, anything touching any side of the lot will work however. I'd have thought optimal placement visually is probably with the car park facing away from the rail though.

Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

    I've found with the PEG ponds for instance that the arrow will always want to face the road even if it means the piece is the wrong way round.

    Yeah, this also works as a way to lock things to roads. You can only try to design lots in the most logical manner. But it won't always mean it's rotated correctly when roads/networks are present. Sometimes the easiest solution can be to remove the networks to place the lots, then remake them afterwards.

    Networks in this case is referring to any type of street or roads. In other words, the transportation network. If there are none next to where you want to plant your building then they won't try to auto orientate to the road. After the building is in place, then draw the road on whichever side you want it to be. (And if it's there now, bulldoze the road, plant the building, and then re-build the road.)

    Or, just use the home and end keys to rotate your building and ignore the white arrow. That's what I do.
