Steam SimCity 4 on startup

Hi Simtropians.
 

Whenever I start SimCity4: Deluxe via steam, it always starts my region in Timbuktu and I always have to set settings to my preference.
Note: I'm using UserDir for my plugins folder on the same disk, another location.

I cannot remeber if I had the same issue on Origin.

If anyone had a similar problem, hope you can help me remedy this.

Have you moved the location of either the Plugins or Regions folders, usually inside My Documents? Do you have more than one user account in use on your PC? Does the account you use have Admin rights or not? Also which edition of Windows are you using?

    I'm running Win10, this account I have is the only account and it has admin rights.
    My previous OS, I had the simcity4 installed via origin. The whole SimCity4 folder in documents, I copied on a ext. hard, from which I run simcity4 (and all my games from steam, I know, but I got an SSD, don't have much room). So the entire folder with regions and plugins and cnfg file is on the ext drive, on the same disk where Simcity is installed.

    SimCity is very picky, if you move the default folders from Documents\SimCity 4\ elsewhere, it often simply will ignore them. So you need to store these in Documents ideally. If you really can't, you can add a command line (shortcut) switch:

    -UserDir:"d:\sc4\"

    Where d represents the drive letter of the files and sc4\ represents the folder path.

    The other option is using SymLinks. In short those make the folders on the external disk link back to the expected defaults. So SC4 will think the files are where they should be.
