I need help with installation on Windows OS Vista Business please?

Im on the older side of 50+ but have a pretty good idea on how things work.

i use a Windows based PC for older games and my main computer is a MacBook Air.

I've tried all sorts of ways to instal SC4 Deluxe, but I just can't get it to start.

I'm assuming you are using the CD version. If so, it's likely that MicroSloth's KB3086255 DRM Borker Patch is the culprit. This linky explains what it is and what to do about it.

Here's the relevant part:

"... open a Command Prompt window as Administrator. (Open the Start menu, search for “Command Prompt,” right-click the Command Prompt shortcut, and select Run as Administrator.) Run the “sc start secdrv” command to start the service, and run the “sc stop secdrv” command to stop it afterwards."

If you'd rather not deal with Command Prompt each time you start the game, you can get a digital version of the game off of Steam, Origin, GOG, or Amazon that doesn't require a CD to run. If you keep an eye out, those sites will have the game on sale for as low as $5.

Thank you Indianaoplis and Seattle for the info. When I finish painting our lounge room I'll get right onto it.

    Kind regards,

Rightio, this is what's happened since the last entry.

i downloaded the game through Steam, and Origin, but because the computer I will be using the game on is offline, neither can file transfer with flash drives to the offline PC, I managed to get refunds from both.

I took on the suggestion from CorinaMarie because the software I have is a CD-ROM. I followed your directions but it came up at an error: "StartService FAILED 1058: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it."

So, any further advise would be appreciated. I'm not having much luck here, but we will persevere!

    Thank you.

I wish I had a Vista install to test with so I could be more helpful. ;)

So, as part of MicroSloth's MS15-097 description of some graphics thinger patch they added a bulletin that has a bit more detail. (Scroll down a bit on that page.) It could be you need to do the: sc config secdrv start=auto before the sc start secdrv since the first one says it's to enable the driver's service.

Another possible option is to simply have Windoze uninstall the KB3086255 patch. I believe that's done thru add/remove programs and, iirc, you have to click a checkbox that says something like: show windows components or such.

And, perhaps, if you haven't used your comp too much since the update was installed you might still have a restore point prior to it you could revert to. (This prolly won't be there unless you have a lot of extra hard drive space. The more you have the more restore points it can store. I believe the default is a percentage of the free space.)

Edit: It just occurred to me that being a Business Edition the secdrv thinger might not even be installed. Of those commands about starting and stopping they, themselves, would be the executable programs and knowing MS's cryptic messages philosophy it might be a way of saying it didn't find it. Try doing a whole hard drive search for secdrv.sys. (Mine's in C:\Windows\System32\Drivers, but that's XP Pro.)

Thank you for your help CorinaMarie. I'm going to format my hard drive and install Windows XP. It seems to be the only solution and XP is a very stable platform.

Rightio CorinaMarie, a few weeks have passed and I've got Win XP Pro installed, and purchased a new version of Sim City 4, and guess what? Another error!

The error that appeared is a "Hardware Driver Error" Quote: Could not initialise Direct Draw.

    Any ideas what that means?

    Thanks.

Yep, I do have an idea. Direct Draw is a part of the DirectX API. :)

Get it here: DirectX 9.0c End-User Runtime

Note: There are later versions available. 9.0c is the version I'm using with my XP Pro and SimCity 4. If during the install there are any questions about letting it check the web for updates, do not let it do so. This is a case where you prolly don't want the latest version inasmuch as it may not work as well.

Actually the latest version would be just fine. All versions of DirectX include full backwards compatibility for all prior versions. Therefore the latest should be the only one you ever need. That said, since your running XP, I don't think you can go any higher than 9.0c anyway, making my argument redundant :P.

Head over to my Lot and Mod Shack to keep abreast of my latest developments.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

Okay, I ended up downloading the DirectX 9.0 redist because the computer the game is on in not online. The "issue" is still there with the error box stating "Could not initialise Direct Draw."

    Persevering......any more idea's, please?

Hmm. Ok, as the next step let's see what the diagnostic program has to say about the DirectX install. Let's do:

    1. Click Start Button
    2. Click Run...
    3. Type: dxdiag
    4. Click Ok
    5. Click Save All Information
    6. Save the file to your desktop or wherever you want

It's a just a standard text document. Cut and paste its contents into a post here or attach it to a post.

Edit: For reference, here's what mine looks like:

In all of this, still no mention of the video card in the machine. If two differing operating systems, and thus drivers, are having the same problem running SimCity 4, then it is likely the video card itself is the issue.

It could be a situation where SimCity 4 is confusing the card for something it's not, or the card is simply borked. Or is unable to run certain games due to its age or lineage. Without a model number, diagnosis is more difficult than usual...

Here's a screen shot of the offline computer CorinaMarie

    XP Screen Shot.JPG

Mister Giggles, I thought that too, but the tower is only 3 months old. It was built exclusively for gaming so has quality Video and sound cards.

The machine SimCity 4 is on, the offline Vostro 400 one, is quite old. 2007. The video card may be giving up the ghost, or perhaps there are heat and/or dust problems.

Ok, from there click on the Display Tab. What does that look like in the DirectX Features section and what happens when clicking Test DirectDraw and Test Direct3D on that page?

How far into the game can you get? Like can you get to the main region menu where you have Settings Options? I'm wondering if switching to Software Rendering (as a test, not a permanent solution) would let you play.

Okay CorinaMarie, I downloaded the driver for the video card and installed it. Then it asked for the WHQL logo'd driver to be installed. I've done that. The video driver has done wonders to improve the image on the monitor (amazingly, duh!) Now, I install the SC 4 CD and click on play. The screen goes black for a few seconds then reverts back to the XP home screen. I've restarted it. I've gone through the Test Direct Draw and Test Direct 3-D and they work fine. I guess this game hates me, but I'm not giving up!!

Woot! I believe we've made great progress and I feel it's prolly now just a matter of the screen resolution ticking off the game. Let's try this:

    • Right click on your desktop
    • Select Properties
    • Click on settings tab
    • What is the screen resolution set at?

    Here's mine for reference:

    59674fdc05f32_ScreenRes.jpg.acc2cccfedd54fd41fe6d9b93749815c.jpg

(Note: This is my internet comp instead of the game comp, but that's irrelevant for the point I'm illustrating.)

Also, do you have an icon on your desktop which you use to launch SimCity 4? (You do by default install. I'm just making sure cause once we know your resolution we will be editing the target line in it.)

Yep, got all that CM. If I set the screen resolution on 1024 by 768, my screen is very small. I have it set on 1600 by 900.

I tried starting SC4 on all settings a moment ago, but to no avail. It flickers with the EA logo, then the screen goes dark then back to the XP home screen.

Ok, so it will run in 1024 x 768 right?

And do you have the SimCity 4 Icon on your desktop?

From there we will tweak the target command line to use your 1600 x 900.

Do you have the SimCity 4 Icon on your desktop?

Can you right click it and select Properties?

Then do you see a Target under the Shortcut Tab?

Ok, does that line contain: "C:\Program Files\Maxis\SimCity 4\Apps\SimCity 4.exe" or similar?

What we want to do is add a space after the last quote and then add the following. (Note I'm putting them on separate lines, but you type them in with a space after each one so it's just one big long line)

    -CPUCount:1
    -intro:off
    -CustomResolution:enabled
    -r1600x900x32

Then click Apply, then click Save.

Yes. In total after the last quote it'll look like this.

    ...SimCity 4.exe" -CPUCount:1 -intro:off -CustomResolution:enabled -r1600x900x32
