What's the diff? Download Mods or use Steam Workshop?

I have seen several sites hosting mods that appear to be created/hosted by the Steam Workshop.  One site even says that's it's downloadable mods are from the Steam Workshop.

So, I was wondering if there is a 'best' way to install mods?  Is there any problems with using the Steam Workshop?  Or is this just a personal preference where some users just like to manually install and keep their own mods on their pcs, maybe so they can back them up or something?

Sorry, if this was a dumb question.  I just want to start out installing mods the best way..  :D

It's just personal preference. The Workshop has the advantage of automatic installs and updates. The ingame editors and content manager are also linked to workshop entries. The only advantage to keeping mods and assets localized is you get more control over the exact files you're using and you don't need to be logged in. In that sense it helps to back up mods offline in case something breaks down during an update. Other than that I don't really see any reason not to use Steam.

If you don't use Steam, you will have to manually update your assets and mods as well as keep an eye on any updates to them. Some modders update their content with new features and fixes. If you use Steam, they will update automatically.
