Is there like some kind of world where people "run a nation" with other nations that I could join.

If not is anyone intrested.

You're looking for what in the SC community is often called an Alliance. People run SC nations on the Earth or a fictional Earth, and tend to be set apart of the general community sites like Simtropolis or SC4Devotion. 

There were many active alliances in the past, nowadays I think the only (or most) active alliance remaining is the Alliance of Independent Nations (AOIN): http://www.aoin.eu/. Some Simtropolis users are also members of the AOIN, so you can ask them first if you have any questions.
