You'll need to register & login to download files from the LEX.

 

If you're having difficulty, I'd suggest contacting one of the admins over there.

All you have to do is register on the LEX as well as SC4Devotion, two free registrations.  If you've been banned over there, then you are out of luck.

But what I want is that I pass the file without having to go through the damn simcity 4 devotion. and try to register a million times and can not, tell me, error, your password should be case-sensitive mixture as well as numbers.

Lend me your bills or if already registered and downloaded them through the files I love so much.

Passing work without the consent of the creator is against the rules. The clear suggestion here is that you need to register in the SC4 Devotions to be able to download that file. In case you are having problems with your registration, you can contact Tarkus or any SC4 Dev admins/staff. If you are banned from there, then I guess there is nothing we can do.
