Remove your snow-capped mod then hit CtTRL+xsnowCTRL+m

This activates the snow Easter egg but must by retyped each time you load the city.  It only snows on upper elevations in winter months.

It is a toggle, by the way.

Download iLives Reader and you can change where the snowline appears.

    1.  Throw away runamuks mod.

    2.  Navigate to where the Berner Oberland terrain mod is installed and make sure the file that starts with BO INI _xxx_xxx.dat has 'snow' somewhere in the filename.  If it's not, reinstall the terrain mod.

    3.  Follow my instructions in this article to adjust the snowline.

If I understand you correctly, then you have two conflicting mods installed at the same time. Gobias' mod comes with snow at higher elevations if you choose the right options. Generally speaking Gobias' mod probably loads close to last, and therefore it overrides the other one. I think his snow looks better anyway, so why not try it out first instead of trying to use a conflicting mod over it?
