Simcity Offline Population Stuck

Has someone problem with population stuck nowadays? 

 

My problem looks that, I build some residential zones and population grow in normal speed but when I build some parks and citizens upgrading their houses to new $$ or $$$ level then population decrease its normal.

 

But In my case, population decreases and doesn't increase after upgraded houses. 

 

The number varies between 100-300 citizens. I had 368 population max.

Depends.... are the Sims actually moving in? If they aren't, then there must be something wrong. If they are... do you have any mods installed?

If i get it: you wonder why numbers of population is decreasing after upgrade in wealth-level? It is 'cause higher wealth buildings pack less population than low wealth building...so if you are building parks (and increase wealth level) you will loose population. It is normal behaviour of the game - no bug.

    I advise you install the workerdata in rollover mod. After installing that mod you can click on each of your buildings - you will have some new bars showing the numbers of inhabitants, jobs of all classes that are filled at the moment and some infos about the visiting shoppers at the moment (tourists and normal ones).

    You can see it after installing the mod, that this is quite normal. You only have to watch all your residental buildings and sum them up.

    I have installed workerdata mod but i dont know why it doesnt appear on the screenshot. I can promise in bigger building is 0/7 residientials, on second is 2/2 residientals so it is much to little Owned!

    EDIT: I forgot...it doesn't show automatically...you have to click on your buildings. Below there are some informations about each single building (residential). If you follow the link below those infos you will be directed to the original topic which contains a lot more informations.

     

    Residential - per INDIVIDUAL BUILDING
    *Regardless of lot size needed, these will always have the exact same numbers, unlike commercial
    *Student #'s courtesy of Tickiseb, student #'s do NOT count towards the population.

    $ - low wealth
    $$ - medium wealth
    $$$ - high wealth

    Low Density
    $ - 4 workers, 2 shoppers, 2 students = 6 real population
    $$ - 2 workers, 1 shopper, 2 students = 3 real population
    $$$ - 2 workers, 1 shopper, 1 student = 3 real population

    Medium Density
    $ - 40 workers, 20 shoppers, 15 students = 60 real population
    *can be upgraded from only 1 building, but after 4 in a row, it requires a 5th and 6th house to combine for a 5th upgrade

    $$ - 20 workers, 10 shoppers, 10 students = 30 real population
    *needs 2 houses to upgrade, sometimes it needs 3 (again, the same population size)

    $$$ - 7 workers, 3 shoppers, 4 students = 10 real population
    *always has the same lot size and upgraded from itself

    High Density
    $ - 400 workers, 200 shoppers, 100 students = 600 real population
    *requires ? to upgrade

    $$ - 200 workers, 100 shoppers, 50 students = 300 real population
    * requires ? to upgrade

    $$$ - 67 workers, 33 shoppers, 30 students = 100 real population
    *always has the same lot size and upgraded from itself
