i would guess it's to do with graphics settings..

 

top pic looks much lower settings than the bottom

No, its not the graphics that make the blur, its a setting you have set that takes out the blur. If you want the blur in the back, go to settings then tilt-shift. Then pick which one you like best. More has more blur in the backrgound so less would have no blur which is what I think you have it set on.
