How to make an R$$$ city?

Well, I'm making a continental-style city called New Amsterdam, and it's all going okay, but I have this annoying problem with massive demands for R$ commercial, R$ residential and Dirty Industry. Usually my demand for R$$ and R$$$ is moderate, but I find it impossible to zone a part of my city and have it develop into only R$$$ and R$$ houses. Usually they develop into R$ houses, which (Sometimes) soon get abandoned because they can't find a job because I've filled up the city space with industry. It is getting annoying, and I have already placed an industrial district in my region, but I really want to have parts of it where it can be solely R$$ and R$$$ residential (I don't have this problem with commercial businesses - I have large areas of R$$$ and R$$ commercial, but I also need to zone seperate R$ zones to keep people happy). Any help how to increase R$$ and R$$$ demand (My desiribility and land value overall is high for my residential areas), or to stop those pesky working class from stealin' the condo space?

Try zoning 4x4 low density residential and put in lots of parks. When I zone a city like that, I get lots of mansions.

taxes are the best way to control demand, a tax of 20% in any one choice will make the demand drop to -6000, it will afect your mayor rating but with civic buildings and landmarks you can easily counter that.... but be aware, you need.. and i mean NEAD Low welth sims in order for your cityes to be fully functionall, all kinds of industy and comerce hire low welth sims, so you should also probably have cityes with enough low welth sims (neighbor cityes in the region if you whant to keep them apart)

Provide education, healthcare, parks, whatnot, and it'll attract high-wealth sims, which sooner or later would replace the lower wealth sims. Give it some time, and it'll probably work out.

if you wait for a while the city will eventually develop more and become more high end...just make sure you have a good quality of life in the city by having lots of schools hospitals etc. make lots of parks. use ctrl zoning and regulate taxes to benefit the higher classes...blahh blah you get the idea

Make sure you have at least five times the $$$ jobs (C and I) as residents, since high wealth buildings only give a fraction of jobs to high wealth sims. You'll need to raise a pretty large regional population as well (for commercial and industrial demand).

you'll need high education, but even that takes time because placing a school wont cause imediate education growth or demand, so dont mind the low wealth at first because over time look at your map of education and once it gets higher you will get demand, but if you want to kill R$, raise taxes after you have your high education and some high wealth demand, but be aware that having too many high wealth sims makes it hard to make sure they wont abbandon their homes

    I'll keep on having a perfect city, and hopefully I'll get more R$$$ in my region (I have 350,000 people in my region, half of which live in my two large R$$ and R$$$ zones, and the other half live in my R$/Industrial zones).

    You seem to have the right idea.  You can't create an all R$$$ city because it doesn't make sense.  Who will lug away the garbage, teach in the schools, run the waterworks and be gofers in the C$$$ towers if you don't have any R$ and R$$(supervisors) available?  Having them come in from other cities in the region is OK, but you can also have a few ghettos near your downtown shopping areas.

    Remember, even kids of R$$$ start life as R$.  It takes them 16 years to get a college degree, so they will be at least 22 years old before they can even make R$$ and then there is a climb to R$$$ (Executive Suite).  I suggest that such a city be on a small tile, or surround it with lots of woods and parks.
