Ive installed SC4 + RH on my computer.  A refurbished Dell Optiplex 280X with 2.99Ghz and 128mb graphics and 1gig RAM.    It came with Windows 7 RC.  When I first installed the program it ran once just fine.  I then downloaded and installed my plugins that I lost when my old computer died.  The splash screen with the bridge appears and then nothing.  The program wont display.  Task manager says its running, but nothing happens.  I waited a half hour and nothing.  In fact, none of my games that require full screen display are displaying.  I reinstalled and still nothing.

I 've been having problems with windows 7 too. When i zoom too fast all i see are pixels and then my whole computer freezes, still trying to fix it.

Anyway to solve your problem try this:

find out the resolution of your screen (right click on your desktop and select screen resolution)

go to the properties of your SC4 icon and paste this in Target:

"C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -CustomResolution:enabled -r1280x800x32

the underlined part is where you put your resolution.

I hope this helps, it worked for me

I tried that and the properties dialog refused the new target. I am not running deluxe. I have Rush Hour as expansion pack. I removed the deluxe from the directory name, but still wouldn't accept the new target. I did change the display properties in the compatibility dialog, but no luck there either.

Try renaming your plugins file [to something like "removed plugins"] and see if it boots. This takes the plugins folder out of the equation. If it boots, you've got a conflict somewhere or a corrupt plugin file. Which probably means you'll have to start your plugins folder over. :\

OK that did not work either.  I better clarify something and maybe that will help.  The task manager says the exe is running as a process.  But it is not in the list of running apps.  And still just the splash screen, then nothing.

That is what it does sometimes if it can't find the CD in the drive..although it should not "hang" and eventurally should display a "insert CD" message (or something worded along that line)

I am also having a problem running SC4 in Windows 7. It ran fine under the release candidate, but now I can't get it to run in the new "official" Windows 7 release. I'm using the same compatibility settings I did before Windows 7. I will try a reinstall and see if that solves the problem. (I am using Rush Hour.)

As far as I know SC4+Rushhour exactly equals the SC4 Deluxe.. although the process of installing it may be slightly different.. I think you get 3 CD's on SC4+RH and only 2 on the SC4D..but the end result is exactly the same..

Oh I always have that problem I think. No big deal, just insert the the disk to start the game rather then clicking on a shortcut or something!

I did have a similar problem before, where it caused the game to crash while loading a city. and my solution for it was actually pretty simple. My problem had to do with the whole "Frankenstein" type deal in where you moved files from your old computer to your new computer and used them just the same. The problem with that is that when you move data like that, you preserve ownership preferences, so the computer sees those files as "foreign" files, and that can have an effect on permission.

    My Solution:

Download 7zip. Compress the entire plugins folder in a .7z archive. Due to the .7z compression method, file ownership and permissions are not preserved. After it is zipped up, simply decompress it in the correct directory. That solved my problem. Weather it works for you, I can't tell.

I have Windows 7 Pro 64bit. It all works perfectly...until you minimize it. Then is just messes up. sometimes if you leave it for a while it will start working again...I think that may be the graphics card drivers tho.
