If you scrutinize the image (zoom in on the flag), despite the lighting, you can easily see the flag is blue and yellow. At first I thought it had some white, too, but that's just the white light behind it. The flag of Ukraine is blue over yellow. As for the city, I would have to say it's Kiev, Ukraine. I don't know any other major cities in Ukraine.
