Simply put, there has been some changes in the staff to better help the site in the future.  People were talking recently about all the spam and stuff on the STEX, and like Joe said, this has been on the Dirktatorship's radar for a while.  So, something is being done to help rectify the problem.

It is slightly out of date with the new STEX moderators. In a while it should be updated again.

We try to keep it up-to-date, and right now, things are being done to get it updated. Just be patient and a newer version of that file will make an appearance.
