Only pedestrians can pass through this lot, but since it is transit enabled, zones can still develop by it (simply zone as if it is a road). This is one way to reduce traffic and air pollution produced by said traffic, but be sure to put bus stops by it or no one will be able to commute.
Note: ONLY USE WITH COMMERCIAL AND INDUSTRIAL ZONES!!!!!
You can still try with R, you'll just get no transportation zots!

This has now been updated for realism (the Sims actually have a place to walk) and it has been made a transit hub too; the whole thing functions as a giant bus stop.
