The mod is a simple one which just prevents ANY of the normal in game farm lots from growing, while not blocking any other custom lots designed by anyone.
The proper placement of this mod is also important. It should be placed in the Program Files path, meaning
C:\ProgramFiles\Maxis\SimCity4\Plugins or any subfolder under this path.
