Liberty Tower is based on the soon to be released Freedom Tower. It occupies a 3x4 growable commercial lot and holds 7000 sims. Simply download, unzip into your SimCity plugins folder, zone a 3x4 width by height high density commercial zone in a city with high even demand and hope it pops up.
